I am curious if such a provision (as below) exists in Patent Law of other countries as well. Any idea!

Yes, most countries will have some variant of this term in their laws.

The term "against public interest" means that the courts can essentially stop patents being applied or enforced if they feel it wouldn't be in the best interests of society as a whole. A lot of countries have this exemption somewhere in their law.
